HMRC Scam emails or are they?

There is a genuine risk that you may be looking at a real HMRC email.

Phone number such as 0300 200 3819 are not likely to be used by scammers because the 030xxxxxxxx number range is reserved for Government agencies and is not generally available to people for allocation.
Note that whilst the calling line identity can be "spoofed" to make it look like you are being called by a legitimate entity, it does not work the other way, if you call the number, they can not intercept it, it will route to the correct destination.
