Install Sage 50 V21 from CD onto new PC.
Open Sage V21 on new PC
When you open it it will ask you if you want to make a new company, connect to an existing company on the network or restore from a backup. Choose restore form a backup.
Navigate to the pen drive, find the backup file (.001) and select it.
Sage will now restore the data, it will realise it is V17 and convert the data to the new version.
You can then log in.

Please go back to your old PC and run check data make sure the data has no errors, make a "data only" backup and try restoring that.
