Report designer painfully slow and jerky

We had a case where a report, when run was slow and when opened in the report designer was almost impossible to edit.
Each movement of each object took for ever, the mouse was unusable, it was impossible to line things up because of the stuttering movements.
The issue was cause by a non existent template having been applied to the layout.
Removing the link to the template immediately fixed the issue and the report designer became fully usable again.
