I have found my TAX Code T9 has a negative "-0.00" instead of 0.00. Can someone help me and correct this problem and tell me how this happened.

Your version number should be 10.02.0023 if not go to the sage support website and apply the updates you are missing.
I don't thing the negative sign will have any significance, -0 has the same logical value as 0 and a negative number as a percentage has no meaning. This might be something like regional setting altering the way the number is displayed, open the demo data and see if it have a negative tax code.
